Recovery certificates worth about ₹446 crore are pending against them, several for more than four years.
Key facts at a glance

- ₹446 crore in HRERA recovery certificates is pending.

What happened
HRERA Gurugram had already ruled in favour of homebuyers in these cases and issued recovery certificates, but the money had not reached buyers. As reported by The Tribune on 1 October 2026, the district administration has now frozen the defaulters' bank accounts and started attaching their assets under the Punjab Land Revenue Act, as applicable in Haryana.
“No builder will be allowed to sit over amounts that lawfully belong to the homebuyers.”
Uttam Singh, Deputy Commissioner, Gurugram (as quoted by The Tribune)
Builders have been served notices to deposit the amounts immediately. SDMs and tehsildars have been told to complete recovery within set timelines, and if recovery fails, officials may use further powers under the same law, including arrest and detention.

Who is on the list
The largest amounts named in the reports are:
| Developer | Pending dues (as reported) |
|---|---|
| Ansal Housing and Ansal Construction Housing | ₹91 crore (together) |
| Raheja | ₹90 crore |
| Vatika | ₹80 crore |
| Parsvnath | ₹74 crore |
| Ramprastha | ₹57 crore |
| IREO | ₹24 crore |
| ILD Millennium | ₹8.59 crore |
How HRERA dues are recovered
Under Section 40(1) of the Real Estate (Regulation and Development) Act, 2016, interest, penalties or compensation that a promoter fails to pay can be recovered as arrears of land revenue. That is the route the district administration is now using: freezing accounts, attaching property and, if needed, using coercive powers. Homebuyers who hold recovery certificates can check the status of their case with the District Revenue Officer or the concerned SDM or tehsildar.

In a separate order passed on 29 September and reported on 14 October, HRERA Gurugram, headed by Chairman Arun Kumar, directed Agrante Reality Limited to pay delayed-possession interest of 10.80% a year to 26 allottees of its affordable housing project Kavyam in Sector 108. The authority also said the builder cannot charge amounts not stipulated in the builder-buyer agreement, cannot levy maintenance for any period before the offer of possession, and must hand over possession only after obtaining the occupancy certificate.
